Tweak Nameplates

I couldn't find a working addon for *Forever* that matched the modified KUI setup I used for *Classic*, so I had to create a new one.

This is the result of three days of work, aided by AI.

My main goal was the ability to keep nameplates visible at all times but hide health bars during combat so that only the names are shown.

The addon works only with the standard nameplates in its first version. I tried to alter the default Blizzard nameplates as little as possible.

Additionally, I implemented some interesting features making displaying nameplates flexible combined with the built-in Blizzard settings.

Changing certain nameplate settings might cause displaying issues, so simply run /reload if that happens.

Have fun trying this.
